Das Hamburger Netzwerk "Recht auf Stadt" lädt ein zur kollektiven Verwirrung, Begegnung, und Zerstreuung. Über verschiedene Orte der Stadt verteilt, findet
vom 2. bis 5. Juni 2011 jede Menge Geplantes & Ungeplantes statt. Seid dabei und:

Kernschmelze in Imagecity: Die Krise der neoliberalen Stadt

Beginnen wir mit dem Unerfreulichen. Und davon gibt es mehr als genug: Das aktuelle Stadtentwicklungsmodell verschärft soziale Spaltungen und Segregationen, organisiert Räume des Ausschlusses, Doorman-Häuser, Kreativquartiere, Business Improvement Districts, Residenzpflicht, Freihandelszonen, soziale Brennpunkte, verstrahltes Ödland. Schauen wir von der Metaebene ausgehend auf die Stadt und analysieren die Zusammenhänge zwischen Globalem & Regionalem, Inner- & Außerstädtischem und sezieren die ideologischen Schichten der neoliberalen Stadt.

Feindliche Umarmung: Partizipation & Vereinnahmung

Die zunehmenden Proteste gegen neoliberale Raumpolitik beantworten die Herrschenden mit einem ausgeklügelten Instrumentarium: Kooperationsangebote im von oben bestimmten Rahmen hier, Repressalien dort. Multikulturelle Symbolik in der Imagebroschüre, Kontrolle von Migrant_innen in der S-Bahn. Mitmach-Kunst in Wilhelmsburg, Blockade von Bürgerentscheiden auf Stadtebene. Der Widerstand selbst wird entpolitisiert, kulturalisiert, personalisiert und entschärft. Wie parieren wir den partizipatorischen Kuschelangriff? Gibt es Wege aus der Vereinnahmungsfalle?

PPP – Pop, Produktion, Prekarisierung

Mit dem Ende des Industriezeitalters gewinnen Städte wieder an Bedeutung als Orte der Produktion – diesmal von Bedeutungen, Images, Netzwerken, Haltungen, Subkulturen, die den Kern der neuen kapitalistischen Wertschöpfung bilden. Der "Subjektive Faktor", einst feministisch geprägter Einwand gegen die funktionale Zurichtung von Leben und Politik in der Fabrikgesellschaft, dient als kreative Ressource des prekarisierten "unternehmerischen Selbst". Letzteres ist auf gut vernetzte, offene Viertel angewiesen – die Gentrifizierungsgebiete, denen die Absturzzonen am Rande der Stadt gegenüber stehen – und mehr noch, auf eine ausbeuterische Warenproduktion in den Maquiladoras des globalen Südens. Denn deren Schwerstarbeit, die erst die Dinge fürs Leben zu Schleuderpreisen schafft, ist das dunkle Geheimnis der "kreativen Klasse". Welche neuen Allianzen bieten Möglichkeiten für Widerstand in der vollintegrierten Stadtfabrik? Wie sieht eine selbstbestimmte städtische Ökonomie aus, die sich nicht zum Komplizen der globalen Ausbeutung macht? Am Horizont leuchtet ein altes Versprechen wieder auf: die Aneignung der Produktionsmittel.

Tools, Tricks, Tänze: Vive la Difference!

Städte sind verdichtete Unterschiedlichkeiten. Klingt banal, stellt aber einen erheblichen Bruch mit politischen Vorstellungen dar, die auf Homogenität, fixierte Identitäten, saubere Abgrenzung oder die Einheitspartei setzen. Dem gentrifizierungskritischen Diskurs wird häufig eine latente Fremdenfeindlichkeit unterstellt. Die Forderung nach einem Recht auf Stadt bedeutet demgegenüber: das Recht auf Differenz, auf Abweichung von Verhaltens- oder Gender-Normen, das Recht auf freie Migration. Doch wie könnte eine emanzipatorische Praxis aussehen, die diese Unterschiedlichkeiten anerkennt, die verdrängte Stimmen hörbar macht – statt sie zu nivellieren? Wir beobachten, dass sich an den jüngst erkämpften Orten die Plattformen des Austauschs multiplizieren, andere Sprechweisen entstehen. Uns interessieren Praktiken, Tools, Tricks, Räume kollektiver Selbstorganisation, die über die standardisierten Formen des "Plenums" oder der "Demonstration" hinaus gehen. Wie lasst ihr unterschiedliche Sprachen und Formen des Wissens sich "gegenseitig schlauer machen"?

Access All Areas! Kämpfe um das Recht auf Stadt

Noch vor kurzem schienen die Widerstände auf dem glitschigen Terrain des Postfordismus keinen Halt mehr zu finden. Doch plötzlich flackern verräumlichte soziale Auseinandersetzungen auf und beginnen sich zu vernetzen. Zeigen sich die Umrisse einer neuen sozialen Bewegung?
Wenn soziale Fragen als Raumfragen gestellt werden, eröffnen sich neue Möglichkeiten gemeinsamen Handelns: besetzte Freiräume verknüpfen sich mit dem Widerstand gegen Großprojekte, gegen Gentrifizierung, gegen die Privatisierung öffentlicher Dienste. Kunstkollektive und Unternehmen auf Raumsuche werden Kompliz_innen unzufriedener Mieter_innen.
Vernetzen wir die Aneignung von Räumen und Ressourcen mit der Verteidigung irregulärer Viertel gegen Abrißpolitik! Verzahnen wir Initiativen von Wohnungslosen mit dem Widerstand gegen Zwangsräumungen! Verstärken wir Mieter_inneninitiativen mit Leerstandskampagnen! Verdrahten wir die Gegner_innen der Umweltzerstörung mit den Kämpfen von Einwanderer_innen fürs Bleiberecht! Erweitern wir den Handlungsraum des zivilen Ungehorsams durch kunstvolle und militante, listige und symbolische, virtuelle und direkte Aktionen!

Utopischer Überschuss – Eine Stadt für alle

Unsere Lieblingsrubrik am Ende: die Utopie! "Es gibt kein Denken ohne U-topie, ohne Erforschung des Möglichen, des Anderswo", schreibt Henri Lefebvre. Und weil das so ist und Unmöglich-Mögliches bereits an einigen Orten durchschimmert, wollen wir uns in dieser Rubrik dem Erfreulichen widmen: Welche Gegenstrategien und Alternativen gibt es? Wie kann sich ein Recht auf Stadt genommen werden? Lassen sich verräumlichte Kämpfe auch zwischen Städten, über Kontinente, zu einem wirkungsvollen Rhizom verbinden? Wie könnten transnationale Räume aussehen, die nicht-hierarchisch und basisorganisiert funktionieren? Wie können städtische Ressourcen und Gemeingüter gerecht verteilt und auch für nächste Generationen gesichert werden? Oder – um mit Park Fiction zu fragen: Was passiert, wenn die Wünsche die Wohnung verlassen und auf die Straße gehen...?

Nuclear fusion in image-city: The crisis of the neoliberal city

Let us begin with the joyless one. And there is more than enough of it: The current urban development model tightens social fissions and segregations, produces spaces of exclusion, doorman-houses, creative quarters, business improvement districts, residence obligation, free trade areas, social hot spots, contaminated badlands. Let us start at the meta level to have a closer look at the city to analyse the interrelation between the global and the regional, between the inner and the outer urban and let us dissect the ideological layers of the neoliberal city.

Hostile embracement: participation & recuperation

Those in power respond to the increasing protests against neoliberal spatial politics with elaborated instruments: offers of cooperation set in frameworks defined from above here, reprisals there. Multicultural imagery in an image-pamphlet, controlling of migrants in the subway. Interactive art in Wilhelmsburg, obstruction of public referendums on the city level. Resistance itself is being depoliticised, culturalised, personalised and defused. How can we oppose this participatory cuddle-attack? Are there any ways out of the trap of recuperation?

PPP – pop, production, precarisation

Towards the end of the Industrial Age, cities gain importance as sites of production – this time of meanings, images, networks, attitudes, subcultures, which constitute the core of the new capitalistic creation of value. The “subjective factor”, once a feminist objection against the functional reduction of life and politics in the factory society, serves as the  creative resource of the precarised “enterpreneurial self”.  The latter depends on networked, open neighborhoods. These gentrified areas are the reverse image of the declining areas on the edge of the city – and even more, to the exploitative production of goods in the maquiladoras of the global South. Because their heavy labour, which is vital for everyday commodities at cutthroat prices, is the dark secret of the “creative class”. Which new alliances offer possibilities of resistance in the fully integrated urban factory? What does a selforganized urban economy look like, that refuses to work as a partner in crime of global exploitation? An old promise lingers at the horizon: the appropriation of the means of production.

Tools, Tricks, Dances: Vive la Difference!

Cities are a condensation of differences. Sounds trivial, but marks a monumental break with political agendas which insist on homogeneity, fixed identities and clean classifications. The anti-gentrification debate is often criticized for an assumed xenophobia. But right-to-the-city-activists postulate the right for difference, for deviance from behavioral and gender norms, for the right of unresisted migration. How should an emancipatory practice look like, that accepts these differences, and that makes suppressed voices hearable – instead of excluding them? We perceive the multiplication of platforms of exchange and new ways of speaking at the latest captured places by right-to-the-city-activists. We are interested in practices, tools, tricks, spaces of collective self-organisation, which leave the path of standardized forms of "plenum" or "demonstration". How can we use different languages and forms of knowledge to learn from each other?

Access All Areas! Fights for the right to the city

It was not long ago that there seemed to be no foothold for resistance on the slippery terrain of post-fordism. But suddenly spatialized social struggles flare up and start to connect. Is this the outline of a new social movement? When social questions are asked as spatial questions, they open up new possibilities for collective action: occupied spaces get linked with resistance against mega development projects, against gentrification, against privatisation of public services. Artist collectives, small enterprisers looking for work space, and unsatisfied tenants become companions. Let's combine the appropriation of spaces and resources with the defense of inner-city neighborhoods against a policy of demolition! Let's combine the initiatives of homeless persons with the resistance against evictions! Let's strengthen tenant initiatives with vacancy campaigns! Let's connect the opponents of environmental degradation with the fights of immigrants for their right of residence! Let's broaden the space of action for civil disobedience by artificial and militant, clever and symbolic, virtual and direct actions!

Utopian spill-over: A city for all

Finally our most loved category: utopia! Henri Lefebvre writes "there is no thinking without utopia, without exploring the possible, the elsewhere." And because the impossible-possible shows through at some places, we want to encourage questions like: which strategies exist against the current social injustice? How can we take our right to the city? Can these fights be linked between cities, across countries and continents to create a powerful rhizome? How should transnational networks look like, when they are organised non-hierarchically and bottom up? How can urban resources and commons be distributed justly and sustainable? What happens, if the wishes leave the houses and walk the streets...?
